Brockwell Energy Ltd are proposing a 49.9 Mega Watt (MW) energy storage facility consisting of 26 containerised battery storage modules, associated transformers, and switch gear (please see general layout plan below). The proposed location of the scheme is on the site of the former Killoch Colliery, immediately north of the existing substation (please see site location plan available below).

In accordance with the requirements set out in Part 1A of the Town and Country Planning (Development Management Procedure) (Scotland) Regulations 2013 (As Amended), the proposal must be subject to a pre-application consultation process.

AXIS are Brockwell Energy’s planning agent, and are running the public consultation for the scheme, which consists of this consultation website and two virtual public consultation events with live Q&A sessions for you (members of the public) to ask questions to the project team.

This website includes the following details on the proposed battery storage facility, which can all be viewed below:

  • Indicative drawings showing:
    1. The general arrangement plan of the proposed battery storage facility;
    2. The components of the scheme and their elevations;
    3. A landscaping plan.

Virtual public consultation events

You can make comments on the proposal directly to the project team at this stage using the above details. These comments must be submitted no later than Friday 13th May. This will enable your comments to be considered prior to the planning application being finalised and submitted.

Please note that at this stage in the planning process, all comments must be sent to the project team using the contact details provided above and NOT to East Ayrshire Council. There will be an opportunity to make representations to the Council upon submission of a formal planning application for the proposal.

Next Steps

Following the end of the public consultation period, Axis will collate all comments received to include in a ‘Pre-Application Consultation’ (PAC) report. This will form part of the planning application’s submission.

AXIS are planning to formally submit the planning application to East Ayrshire Council in late May 2022. Once the planning application is validated, you will be given the opportunity to comment further on the application directly to the Council during the statutory consultation period.
